The Bishops' Memorial, launched in 1958, opposed "social revolution through the school system" and resorted to the Federal Constitution to attack governmental agencies. It accused Anísio of being an "extremist" and called the Republic government for his sacking from INEP.

In reply, Anísio issued out a press release, in which he presented his guidelines as educator and public administrator. He received support from a 529-signature manifesto, from up and down the country, as well as the solidarity of Bahia Primate Cardinal, Monsignor Augusto da Silva. Despite the heated conflict, Anísio stuck firm to his ideas and was kept in office by the incumbent President of the Republic, Juscelino Kubitschek.
